Biodiversity Offsets: Policy Options for Government

This paper draws on the experience of governments that have already developed and implemented biodiversity offsetting policies. It also takes into account the practical experience of businesses in putting offsets into place on a voluntary basis, including those undertaken in collaboration with BBOP as pilot projects. Its purpose is to serve as a very basic introduction to some key issues, which certainly deserve to be considered in more depth subsequently, and thus to contribute to the consideration of biodiversity offset policy options by governments and their advisors. The paper examines the principles underlying offsetting policy, identifies the various roles of government in offsetting schemes, looks at the connections to other policy areas and considers the significant implementation issues.
